May 15 Council Update


Your Town Council representatives meet twice a month, and during those meetings Councilmembers make decisions that impact residents and business owners. Stay up-to-date on those decisions with this meeting summary.

Application for a cell tower to be located within Quarry Mesa Open Space
Town Council considered, but ultimately denied, a Wireless Use by Special Review – Site Development Plan to construct a cell tower on a parcel of land within Quarry Mesa Open Space. The parcel that was under consideration is located in the Crystal Valley Ranch neighborhood - north of the intersection of Crystal Valley Parkway and Mighty Oaks Street.

Town Council denied the application per Planning Commission and Town staff recommendations. The Commission found the application did not meet the foundational criteria for industry site selection and Town property use that is outlined in Town Code. Council agreed that the unique character, historical nature and distinctive topography could all be negatively impacted by the cell phone tower. Additionally, staff was concerned about the adverse impacts to the natural resources and uses of the open space.

Council approved the construction contract for a roundabout at Wolfensberger Road and Plum Creek Parkway
Castle Rock is always planning for ways to increase efficiency and safety on the road. Town Council Tuesday approved a construction contract for a new project to reach that goal at the intersection of Wolfensberger Road and Plum Creek Parkway.

Currently an all-way stop, this intersection will be transformed into a two-lane roundabout. Based on national research, roundabouts provide a variety of advantages over traffic signals and all-way stops – including improved efficiency for all hours of the day. (Learn more about the benefits at

The construction contract is with Rocky Mountain Excavating for $1.5 million. The project will be funded by growth-related revenues of impact fees and building use tax.

Construction is set for this year and will be coordinated with the reconstruction of Meadows Parkway.

On-street Parking Policy finalized
As the Town gets more questions and feedback about on-street parking, it’s important to clarify an official position on this public feature.

Town Council Tuesday officially finalized an on-street parking policy. The policy will allow for on-street parking and provides a three-phase approach to address concerns. Read the policy and get details online at

Town staff recommended using a policy – rather than Town Code – to address this topic. Polices tend to be more flexible and allow for future change in an efficient manner.
